A working list of the consent management platforms and audit tools we reference on ConsentModeHQ. It is not a ranking, and nothing here is scored. Each entry states facts you can check yourself, with a link to the source.
CookieInspector is closely affiliated with ConsentModeHQ and is marked as such. Any paid placement on this page is labelled Sponsored. No vendor has paid to be listed in the CMP sections. Facts verified 23 September 2026; pricing changes often, so we link to each vendor’s own page instead of quoting numbers.
01Audit and scanning tools
A CMP decides what should happen. An audit shows what does. You need both, and they should not be the same tool.
CookieInspector
Scans a site for the cookies and third-party requests that load before a visitor answers the banner, and checks the Google Consent Mode signals the tags actually send. Free scanner, with paid audits.
Blacklight
The Markup’s real-time privacy inspector: ad trackers, third-party cookies, fingerprinting, session recording and common pixels. Scans run from California, so they show what a US visitor gets.
Chrome DevTools
Application lists cookies and storage; Network shows every request and when it happened. The method most published audits use, including the Swansea study of 624 sites.
Our Playwright pre-consent script
The DevTools check, scripted, so it runs across a whole site and records every request made before interaction.
02Open-source CMPs
Self-hosted, no per-pageview pricing, and you own the code path — including its configuration mistakes. Each links to our setup guide.

Klaro’s repository has moved from klaro-org to kiprotect and has not been tagged since March 2024. For the wider trade-offs, see open-source and self-hosted CMP options compared.
03Commercial CMPs
Listed alphabetically. The two Google columns answer different questions: the publisher list is Google’s certified CMPs for AdSense, Ad Manager and AdMob; the Partner Program covers Consent Mode for advertisers. Why that gap exists is in the certified CMP requirement.

Sources: Google’s certified CMP list, the CMP Partner Program and IAB Europe’s TCF CMP list. A listing says nothing about whether a given site’s configuration works — that is what the audit tools are for, and what a rejected banner that keeps its cookies looks like in practice.
